Additional HMO licensing
In operation. Applies where a property is let to 3 or 4 people from 2 or more households who share facilities, and it is their main home with rent paid — covering both houses and flats, including converted flats, purpose-built flats, and section 257 HMOs (buildings converted into self-contained flats that don't meet building regulation standards, where at least a third of the flats are rented). Exempt under Housing Act 2004 Schedule 14: properties managed by a registered social landlord, an education provider or the health service; those occupied by a religious community; and owner-occupied homes with up to two lodgers. Fee: £755, discounted by £80 for membership of an accredited landlord body (National Residential Landlords Association, London Landlord Accreditation Scheme) or £50 for signing the council's landlord rental charter — only one discount applies per licence. The fee splits 50/50 between processing the application and managing and enforcing the scheme; the second half is refundable if an application is processed but the licence is not granted. The council's own page states the renewed scheme is 'effective for 5 years from the 5 June 2022'; the statutory designation notice confirms: made 6 December 2021, in force 5 June 2022, ceasing 4 June 2027.Coverage: Borough-wide.Designated: Made 6 December 2021; in force from 5 June 2022; ceases to have effect 4 June 2027.

Mandatory HMO licensing (5 or more occupants from 2 or more households sharing facilities, as their main home, with rent paid, and not a purpose-built flat in a block of 3 or more purpose-built flats) applies borough-wide, as it does everywhere in England. If 7 or more people live at the property, planning permission for change of use is also required, separately from the licence. Mandatory HMO fee: £1,656 for a 5-bedroom HMO, plus £183 for each additional bedroom, split 25% for processing the application and 75% for managing and enforcing the scheme; additional and selective licences split that fee 50/50 instead. Either way, the enforcement portion (Part 2) is refundable if an application is processed but the licence is not granted. Only one landlord discount can be applied per licence: £80 for membership of an accredited landlord body (National Residential Landlords Association, London Landlord Accreditation Scheme) or £50 for signing up to the council's landlord rental charter as part of the application. The council's online application system currently has a technical fault with its postcode lookup — applicants are told to type their address details in manually rather than search by postcode.
