The law on pest control

Statutory basis

There is no single mandatory licence to work as a pest controller in the UK. The British Pest Control Association (BPCA), the sector's main trade body, states directly: 'The UK has no licenced pest technicians or mandatory professional bodies for companies like many other countries do. Instead, we have many voluntary self-regulating initiatives to help technicians conform to legislation.' Regulation instead operates at the product and activity level: pesticide products themselves are 'HIGH REGULATION' — chemical pesticides are authorised and labelled by the Health and Safety Executive's Chemicals Regulation Division (CRD) — while 'product users' (i.e. the technicians applying them) are 'MEDIUM-LOW REGULATION,' governed by label conditions (which are legally binding — 'the label is the law'), the Wildlife and Countryside Act 1981 (protecting non-target species), and COSHH.

Who may legally do this work

Anyone may legally offer pest control services in the UK. There is 'no official definition of a trained professional,' though professional-strength products increasingly carry label conditions restricting use to 'trained professionals,' and CRRU UK (the Campaign for Responsible Rodenticide Use) 'keeps a list of approved training courses to purchase professional rodenticides' — meaning that, in practice, buying certain professional-strength rodenticides requires proof of training even though operating as a pest controller does not. BPCA (trade body for companies) and BASIS PROMPT (a register for individual operatives) are the two main voluntary quality signals; a technician can be listed on BASIS PROMPT without their employer being a BPCA member, and vice versa.

If you’re a landlord

  • Pest infestation is treated as a hazard homeowners/landlords should address, and is now explicitly being brought within Awaab's Law, but ONLY for social housing landlords, not private landlords. GOV.UK confirms: 'Awaab's Law applies to social housing landlords only,' and that the second phase, commencing 30 November 2026, extends the law's strict investigate/fix timescales to seven additional hazard categories including 'domestic hygiene (which includes pest infestations).' Under phase 2, social landlords must 'investigate within 10 working days,' provide a written summary within 3 working days, and 'carry out urgent safety work within 5 working days of the investigation... meaning your home will be made safe within 15 days or less,' with immediately dangerous hazards investigated and made safe within 24 hours.
