The other major 2026 change is planning, not licensing: Hillingdon's Full Council approved a borough-wide Article 4 Direction on 27 November 2025 removing permitted development rights for small HMOs, so that all owners must obtain planning permission before changing the use of a property to an HMO of any size. This replaces an earlier Article 4 that covered only the former Brunel and Uxbridge South wards.
