The new scheme will come into effect on 1 September 2026.' - In operation. Enfield operates a borough-wide additional HMO licensing scheme which, in the council's own words, 'started on 1 September 2025'. It applies to properties occupied by 3 or more people from more than one household who share amenities such as a kitchen or bathroom - shared homes that fall outside mandatory HMO licensing. Existing HMO licences remain valid until their stated expiry date, and the council advises renewing around two months before expiry.Coverage: Borough-wide.Designated: Started 1 September 2025. Enfield is mid-transition and this is the single most important thing for a landlord here: the borough is moving from a 14-ward selective scheme to a 17-ward scheme on 1 September 2026, so a property that does not need a selective licence today may need one from September. Enfield explicitly warns that the current designation follows the boundaries as they stood on 18 May 2021, not the post-May-2022 ward boundaries - so a ward name alone is not a safe test. Note also that Enfield's additional HMO scheme is borough-wide and quite recent (September 2025), which catches out landlords of three-person shared houses who assume only five-plus sharers need a licence.
